Abstract: 

As the HIV Test Counseling and Prevention Education Program Coordinator for Correctional Medical Services (CMS) in Massachusetts, I have witnessed the many changes that the program has undergone since its inception. My position was created in the Spring of 1998 with funding from the Massachusetts Department of Public Health (MDPH), AIDS Bureau. This funding was added to an existing grant given by MDPH to the Massachusetts Department of Correction (DOC) in order to provide HIV antibody testing and prevention education to inmates throughout the entire DOC system.
