Abstract: 

It is widely accepted that the closing of state hospitals, and reduction in inpatient treatment has resulted in prisons becoming a major treatment component for the mentally ill. Many of these offenders find their way into high security, segregation housing units. This influx of inmates to high security settings can affect the milieu and can be problematic on a systemic level when managing a prison environment. The staff at the New Castle Correctional Facility, located in eastern Indiana, have developed a program entitled High Security Behavioral Achievement Range (HSBAR).
