Abstract: 

“It is the mission of the New Jersey Department of Corrections to ensure that all persons committed to the state correctional institutions are confined with an appropriate level of custodial security necessary to protect the public while being provided with the care, discipline, training and treatment necessary to prepare them for reintegration into society” (NJDOC, 2004). A careful reading of the above mission statement of the New Jersey Department of Corrections reveals the depth and breadth of this state department. Implicit in this statement is the commitment to both public safety and institutional safety.
