Abstract: 

The rise in health care costs presents a major financial and operational challenge in running any jail or prison system. To ensure they provide health care consistent with community standards, correctional facilities can run the operation themselves, turn to a local public health service to run the operation, or contract out health services to a private health care company specializing in corrections.
