Abstract: 

Judging the effectiveness of an institution’s quality assurance program can be very tricky, particularly if the one being evaluated is in a jail or juvenile detention center. Inmates in such facilities pass through so quickly that there is little time to assess the appropriateness of the health care they receive. Fortunately, Dr. Mercedita Rivera, medical director of the Essex County Juvenile Detention Center, has provided an outcome study of a diabetic youngster who came through her center. It provides a glimpse into the working of her facility and, perhaps, an example for administrators seeking to assess the effectiveness of their institutions.
