Abstract: 

In this open-source white paper, experts from seven of the nation’s top universities advise prioritizing incarcerated persons and correctional staff alike in the same early phase distribution of the Coronavirus vaccine. It advises on prioritizing vaccine distribution in prisons and jails, reviews state vaccine plans, and recommends steps states should take to ensure rapid and full distribution to a vulnerable population of high public health significance.
