Abstract: 

Steve Rosenberg, President of Community Oriented Correctional Health Services (COCHS), analyzes the likely future course of correctional health care services in light of three major developments: passage of the Affordable Care Act and its associated expansion of Medicaid and incentives for managed care groups based on a model of cooperation between correctional and community-based providers; Big Data and Analytic Heuristics; and new technologies for delivering care. Developed from the author’s Keynote Address to New York State Correctional Medical and Behavioral Healthcare Workshop, New York City, this article provides important insights into key trends providers must recognize and factor into their business and care planning, including the entrance of managed care into the correctional space; care strategies that anticipate behavioral health crises; health care delivery and financing; Medicaid eligibility; the Triple Aim goals of care delivery; evidence-based behavioral health care interventions; the connection between the individual and the community; pay-for-performance contracts; and the promises of better care through more effective use of technology and telepsychiatry.
