Abstract: 

In the wake of announcements in New York City that inmates between age 16 and 21 will no longer be subject to solitary confinement the author comments on additional strategies for reform such as avoidance and prevention of the conflict that leads to isolation as a sanction and positive reinforcements as factors in altering behavior.
