Abstract: 

The complete issue includes links from table of contents entries to articles, and link article continuations, to facilitate reading. It also contains the regular "From the Courts" and "Worth Reading" articles, which feature Pennsylvania Department of Corrections v. Yeskey, 1998 US Lexis 3888 (1998) and "Mental Health and Treatment of Inmates and Probationers" by Paula M. Ditton, US Department of Justice, July 1999 respectively. Also included are two additional articles entitled "Offenders with Serious Mental Illness: A Multi-Agency Task Force Report to the Colorado Legislature" and "Offender Family Relocations: A Prospect with Promise or Pain."
