Abstract: 

This article reviews the efforts of Delaware County, OH stakeholders to deal with jail and prison overcrowding. The Delaware County Community Corrections Planning Advisory Committee, created under state statute and appointed by the county commissioners, is comprised of representatives of the county commissioners, judges, sheriff and local law enforcement, county and city prosecutors, mental heath and substance abuse treatment providers, victim’s advocates, and community members. Their joint effort was aimed at two central objectives: 1. creating a Critical Incident Team training, and 2. developing a strategic plan for a diversion program for persons with mental illness involved with the criminal justice system.
