Abstract: 

In this author’s five-year career as a probation officer, he conducted nearly 5,000 client assessments, which referred clients to either education/intervention programs or outpatient treatment programs. During this time, this author searched for individuals who were truly “first-time offenders”—individuals who were victims of a single poor decision and circumstance. Within all of those assessments, one individual truly fit the criteria of an over-21, first-time DUI offender, someone who had never drunk and driven a vehicle before.
