Abstract:

Editor's Note: This is the first part of an article analyzing the expanding legislation regarding registration requirements for sex offenders who are registered in the community. Dr. Levinson addresses issues related to sex offender recidivism and legislation, and discusses potential costs and benefits to the increasing number of laws enacted to restrict sex offenders in the community. Sexual violence is a serious social problem and policymakers continue to wrestle with how to best address the public’s concerns about sex offenders. Recent initiatives have included social policies that are designed to prevent sexual abuse by restricting where convicted sex offenders can live, often called “sex offender zoning laws” or “exclusionary zones.”
