Employee Retention in Community Corrections: Deliberate Approaches to Recruitment and Retention

Abstract: 

Community correctional agencies in the United States are experiencing persistent personnel challenges that jeopardize the quality of supervision, institutional stability, and public safety outcomes. System-wide issues such as staffing shortages, high turnover, and difficulties in attracting qualified applicants affect probation, parole, community-based correctional facilities, and residential reentry programs. This article synthesizes empirical research and practitioner literature to identify evidence-informed strategies for recruitment, employment, and retention in community corrections. Three interrelated themes are explored: the development of intentional hiring pipelines, including academic partnerships and early-career engagement, to enhance applicant fit and employee stability; the application of organizational research and workforce data to inform recruitment and retention strategies that address employee needs and labor market conditions; and the weight of professional development, managerial support, and justice-oriented leadership in encouraging employee commitment and retention. The findings illustrate how community correctional agencies can align workforce planning with mission-driven objectives and prioritize investment in employees as a core element of adequate community supervision.
