An International Lens on Community Corrections: Reflecting on 2013 and Identifying the Challenges of 2014

Abstract:
This paper discusses community corrections and custodial sanctions in view of the United Nations’ 2006 Compendium of United Nations Standards and Norms in Crime Prevention and Criminal Justice, in particular the Declaration that “the use of prison should be strictly limited as a measure of last resort” and Tokyo Rule 2.6 that “non-custodial measures should be used in accordance with the principle of minimum intervention.” The discussion encompasses community corrections in England and Wales, Kenya, Singapore, Spain, and Thailand, and is enhanced by a review of presentations at the 34th Canadian Congress on Criminal Justice in Vancouver and the Confederation of European Probation (CEP) inaugural World Congress on Probation in London, both held in October 2013.Keywords: Community corrections, custodial sanctions, Tokyo Rules, community corrections–England and Wales, community corrections–Kenya, community corrections–Singapore, community corrections–Spain, community corrections–Thailand
