Abstract: 

The editor reports on several presentations at the International Corrections and Prisons Association (ICPA) conference, “Thinking Outside the Cell,” held in Colorado Springs in October. The conference called for approaches to support the reduction of prison populations in countries where prison crowding has become a serious problem or where rates of incarceration are excessive. This discussion reviews four presentations that specifically tackled the problem of over-incarceration at three levels: macro, mezzo, and micro.
