Working From the Outside-In: A Report of an International Conference on Women Offenders

Abstract: 

The issues and concerns created by the mass incarceration of offenders have generally been related to male offenders, and the impact on women offenders has been thought to be less onerous. Unfortunately, that is not the reality that has been revealed in the past few years, with the rate of women’s imprisonment increasing and in some cases outstripping the rate of incarceration for male offenders. This article reviews presentations at a research-focused training conference in Toronto, Ontario, Canada from May 29 through May 31, 2011. The conference theme was “Community Corrections Excellence for Women: Working from the Outside-In,” held at Oakham House at Ryerson University. Highlights presentations by Jennifer Oades (Deputy Commissioner for Women, Women’s Sector, Correctional Services of Canada); George Keiser (retired chief of the National Institute of Corrections); Tonier Cain (trauma specialist, National Center for Trauma-Informed Care, in Washington, DC); and Morris Zbar (special advisor, Correctional Service of Canada).
