Abstract: 

Despite good intentions, most correctional agencies in the past decade have failed to systematize and sustain any notable and broad-based change toward “what works.” “Evidence-based” practice, as it has come to be described within the field of corrections (Chapman & Hough, 1998), still remains something we know about more in theory than in reality. Why Is Evidence-Based Practice Not Being Implemented?
