Abstract:

This is Part I of a two-part article that explores the state of the art in assessing the costs and benefits of community corrections programs. Part I reviews “costbenefit” analysis and its value for both social policy makers and private enterprise. One reason that so few cost-benefit studies have been conducted is the dearth of evidence on the cost of crime as endured by victims and society.
