Abstract:

The following article is the first of four reports from the working groups formed at the From the Inside Out conference held on February 28 and March 1, 2005, in Toronto, Canada (see JCC, Vol. 14, No. 4 [Summer 2005], p. 4). The four working groups were designed to further discussions among the participants from Canada, the United Kingdom, and the United States on the specific themes of staff skills, public protection, women’s issues, and community reintegration. Each working group was assigned two key activities: • To prepare a report for conference participants; and • To write an article for publication that would elaborate the issues, policies, and programs that were discussed by the working group participants. This action learning approach was designed to be preparatory work leading up to a reconvening of the conference participants at a future date to continue the discussion and advance the cause of seeking effectiveness in residential programs dedicated to the reentry of offenders. This first report discusses staff skills and knowledge.
