Abstract: 

You do not have to spend much time at a community corrections conference before you realize that the elephant in the room is the prison! One of the difficulties in establishing a rational approach to sentencing and the distribution of sanctions is the association in the public mind that prison equals punishment. Prisons have an appropriate place in the provision of social defense, but it is obvious that not everyone needs, and society cannot provide, the space for all lawbreakers.
