Abstract: 

When you examine the mission, mandate, and marketing materials of most community-based correctional agencies, you will read that they are providing services that will enhance community safety, reduce victimization, and assist or support offenders in living productive and prosocial lives. The problem facing agencies in trying to live up to these objectives is directly related to the resources available. The majority of government agencies rarely fund or support programming beyond their own mandates, and community-based agencies are left to attempt to provide additional services either through volunteer efforts or by finding resources from sources other than government contracts.
