Abstract: 

It often seems as if we are obsessed with public safety—undeniably an essential public good—to the point where we allow it to dominate justice research and policy making. That obsession prevents us from looking at other options to improve our service delivery models that might bring about better outcomes. In this article, the journal’s editor examines some of the important issues raised at recent and forthcoming World Congresses on Probation. One inescapable conclusion is that we must begin the preparation for release to the community in the prison, and make sure that programming supports the offender in preparation for reentry into the community.
