Abstract: 

The Staff discussion draft released by the Senate Finance Committee in advance of the June 22, 2004, hearings (see related article describing the proposals on this page) advocate sweeping changes in nonprofit regulation and enforcement that will dramatically impact the administration, operation, and budgets of family foundations. While the draft was generated for discussion purposes, the tenor of the June hearings and the vocal congressional commitment to nonprofit reform give the proposals life. What if these reforms are enacted? That possibility prompted FFA’s editors to consider the practical implications for family foundations.
