Abstract: 

Many provisions of the Pension Protection Act of 2006 have created uncertainty for tax-exempt organizations due to uncertainties of various kinds. In some instances, compliance with the new law requires taxpayers to conform to regulations, but sometimes those new regulations are not yet available. In others, the Pension Protection Act creates its own uncertainty by creating important new concepts that are not yet fully explained.
