Abstract: 

We saw last year how unfavorable publicity and newspaper stories of charitable abuses led to new restrictions in the Pension Protection Act of 2006. A few years earlier, stories of excessive compensation and other abuses nearly derailed a popular bill to facilitate gifts of individual retirement accounts to charity. Now the same sort of publicity threatens to have a similar effect on efforts to have the scaled-back, two-year version of the Charitable IRA provision extended or made permanent.
