Sex Offender Registration in Korea

Abstract:
As sex offender registration and notification systems have evolved across the United States, national sex offender registries have also been established in several countries, including Canada, the United Kingdom, and Australia. While these systems have mirrored those in the U.S. in many respects, sex offender registration beyond U.S. borders has generally been far more constrained in its scope. An exception to this rule has been the Republic of South Korea, which has—perhaps more than any other country—followed the lead of the United States as it has gone about shaping its sex offender registration policies. This article reviews the policies, procedures, and experiences of Korea, which had seen a dramatic increase in sex crimes between 2000 and 2011, in designing and implementing sex offender registries.Keywords: Sexual victimization rates
