Abstract: 

Although DOJ support for initiatives to improve sex offender management practice dates back to the 1990s, such efforts have been overshadowed in recent years by the disproportionate emphasis and resources directed toward the implementation of federal mandates, particularly those related to sex offender registration and notification. In February 2012, DOJ convened a meeting of members of the research, practice, policy, and advocacy communities—groups that often operate in parallel universes—to engage in substantive dialogue about the challenges and needs of policy and practice.DOJ’s initiative suggests a commitment to moving past the mandate-driven approaches that have dominated much federal sex offender law and policy, and toward defining a more constructive federal role as a promoter of effective policy and practice.
