Abstract: 

Editor’s Note: This multipart article examines the use of various forms of electronic monitoring for convicted sex offenders. The first installment, below, discusses the complications that can arise in implementing electronic monitoring with those devices that are used routinely—and successfully—in other settings, such as preventing chronic drunk drivers from getting behind the wheel when they have a blood-alcohol content that is above a prescribed level. Sex offender monitoring is ripe for re-evaluation and reform, and technology might or might not be the answer.
