Abstract:
The first part of this article, which appeared in 5(4) SLR 46 (June/ July 2004), reviewed the major provisions of the PROTECT Act and discussed the initial public safety, implementation, research, and policy implications of the Act. Part II: Further Details and Issues discusses the basis of “Two Strikes”, questions to be considered and the importance of a feasibility study for a National Criminal History Background Check.Keywords:
