Abstract: 

This article is the first in a multipart series addressing state-level implementation of the Sex Offender Registration and Notification Act (SORNA), Title I of the Adam Walsh Child Protection and Safety Act of 2006 (AWA). This first article describes the distinguishing features of AWA/SORNA, and examines the emerging policy and legal issues within the states and other covered jurisdictions.Part II, appearing in a future issue of SLR, will summarize the results of a multistate study examining the consistency between SORNA and existing state law and practice, the major implementation barriers to SORNA compliance, and the emerging prognosis for SORNA as currently framed.
