Miami’s Fiscal Crisis: Two Years Later

Abstract:
This article looks at what has transpired in the two years since the state created an oversight board on December 3, 1996, to deal with the city’s fiscal collapse. This period can be divided into three distinct phases, each characterized by the dominant approaches deployed to achieve fiscal solvency: “Professionalization of City Government”; “Budget Cutting and Downsizing”; and “Stabilizing the City Administration and Developing an Economic Development Agenda.” The article then discusses the long-term prospects for the city of Miami and its economy, and concludes with a few brief proposals that would help Miami as it continues its uphill battle toward economic revitalization.Keywords: Florida state oversight board; strategic planning; economic development; performance measures; financial management
