Abstract: 

Four key factors are driving education reform: performance, parental dissatisfaction, growth, and measurement and accountability. These factors underlie the push for consumer choice, the creation and the definition of a set of national learning standards, and legislation such as the No Child Left Behind Act. As a charter school management company, Chancellor Beacon looks at charter schools from both a financial and an educational point of view: It considers the demand for the school “product,” the supply and the competition that the school will go up against; the product and service offering for parent/customers, as well as the elements of funding, the flow of funds, the governance and management structure, and the political environment. This article is based on the author’s presentation in the panel on New Trends in Education Finance, K–12 at the Twentieth Annual Conference of the National Federation of Municipal Analysts in Chicago, Illinois, April 30–May 2, 2003.
