Abstract: 

Infrastructure, cybersecurity and environmental challenges pose an array of risks to US local governments. This panel explores how local governments are managing these risks while maintaining financial and operational stability, which is critical to maintaining a stable credit profile. Michael Wertz is a Vice President-Senior Analyst on Moody’s Eastern Local Governments Ratings Team. Clinton Andrews is director of the Center for Urban Policy Research, a professor of urban planning, and associate dean for research at Rutgers University’s Bloustein School. Lisa M. Black is the Chief Deputy County Executive in Suffolk County, NY managing the daily operations of a government that serves 1.5 million residents with a $3+ billion budget and a workforce of approximately 10,000 county staff. Anne Coglianese is the Chief Resilience Officer for the City of Jacksonville, FL. This article is based on the panel by the same title presented at the 2023 Annual Conference of the National Federation of Municipal Analysts, held May 16-19, 2023.
