Abstract: 

In May 2003, Congress enacted the Jobs and Growth Tax Relief Reconciliation Act of 2003. Among its provisions were two that have received widespread publicity: a cut in the tax rate on qualified dividends and a cut in the tax rate on longterm capital gains. These tax cuts, which substantially change the taxation of equity investment income, have been welcomed by investors, but they also make it essential to reconsider many tax planning decisions.
