Abstract: 

A Government Accountability Office Report, “Internet Access Tax Moratorium: Revenue Impacts Will Vary by State” (“Report”), finds that some states have construed the internet tax moratorium more broadly than other states, with those interpreting the moratorium broadly generally following the arguments of the telecommunications industry that even acquired services, such as high-speed communications capacity over fiber, are exempt under the moratorium.
