Abstract: 

When asked whether they would have approved a clearly deficient National Security Letter request, some FBI Division Counsel said they would have done so. The Assistant General Counsel explained this reluctance to disapprove requests might sometimes be due to a desire to avoid the political fallout from questioning the initiation of a national security investigation.
