Abstract: 

This article examines cuts to federal funding for services to domestic violence survivors that are increasingly likely in 2024, and the programs and services that will be affected. Funds for survivor services come from Crime Victim Compensation (CVC) programs that exist in all states. CVC programs receive significant federal funding through the Victims of Crime Act (VOCA), the largest source of federal funding for domestic violence and sexual assault services in the United States. This funding stream is available to victims of various types of violent crime (including domestic violence assaults) that result in injury or death. Federal funding for these services has been on the decline for the past few years. The 2024-2025 federal budget proposes cutting the national funding for victims from its current $1.9 billion to $1.2 billion.
