Abstract: 

There are about 16,000 nursing homes in the United States, serving about 1.4 million residents. Some of these facilities have repeatedly been found to have deficiencies that severely imperil their residents. Residents of such facilities already are suffering institutional abuse or are at high risk of abuse. A recent report states that the GAO has identified 580 nursing homes nationwide as very low performing. The GAO found that the worst performing nursing homes had far more deficiencies that could harm residents than other nursing homes.
