Abstract: 

This article presents a model for improving the delivery of substance abuse treatment, testing, and sanctions for offenders to improve client outcomes. The integration is a key concept to ensure that the criminal justice and treatment systems are focused on reducing recidivism; in other words, they agree to a common goal to achieve both public safety and public health needs.
