Abstract: 

Given what we know from the research concerning offender risk factors and effective correctional programming, there is little reason to expect that electronic monitoring offers anything more than a short-term and limited control of offenders. Simply put, placing an offender on electronic monitoring neither targets nor reduces the risk factors that are correlated with offender recidivism. This piece explains that electronic monitoring is problematic and the author explains alternative ways to use such tools more effectively.
