Abstract: 

In this article, John Gorzyck, commissioner of the Vermont Dept. of Corrections, tackles the question of “what works” in the American correctional system. Through an analysis of the relevant literature, Gorzyck arrives at the conclusion that the question (what works?) is dependent on the goal of the system, which he sees as justice, broadly defined. If this is the case, then programs that are aimed at achieving justice are “what works” in the American correctional system.
