Abstract: 

In this article, long-time prison reform advocate Charles Sullivan addresses the following question: “How are voting rights brought back to prisoners?” Sullivan’s report is also an advocacy piece. He suggests that helping prisoners to “get out to vote” can become part of a comprehensive strategy for individual and behavioral change for persons convicted of crimes.
