Abstract:

This report describes the life and jail experience of three mentally ill adolescents who were each sentenced to more than 200 days in punitive segregation at Rikers Island. Mentally ill adolescents in punitive segregation merit special attention because they are the most vulnerable prisoners in custody. What makes the report even more notable is that it was written not by an outside reform group, but by staff of the New York City Board of Correction.

Keywords: Minimum Standards; punitive segregation sentences; solitary confinement; family history of mental illness; substance abuse
