Abstract:

Professor Jonathan Simon, an esteemed scholar, appears to have discovered a new and significant trend in American corrections that has thus far eluded me. Clearly, some things are changing for the better with regard to sentencing laws and in most jurisdictions prison populations have either stopped growing or, more importantly, begun to decline. Our 40-year carceral binge appears over but where we are headed is not so clear.
