Abstract: 

Patients held in the Minnesota Sex Offender Program (MSOP) raised a number of issues regarding their conditions of confinement, including claims of unconstitutionality related to full body strip searches and the use of full body restraints, among them the dreaded black box, a wrist chain and leg irons, anytime a patient travels outside the facility’s secure perimeter.
