Abstract: 

Where threatened banks were given a financial lifeline by government, a flawed prison system that merely abuses human lives is able to continue virtually as is, even after being sued, investigated, and reported on by an independent team of experts. Thousands of mentally ill prisoners in Illinois’ crowded prison system are locked down without adequate mental health care.
