Abstract:
Judge Griesbach finds that the absence of mental illness was not fatal to the federal claim of deliberate indifference; that despite the violation of the “lights always on” policy, the County is not liable; that no individual officer knew of any substantial risk of suicide despite the high level of precautions; and, that it is proper for the federal court to decline jurisdiction over the state wrongful death claim.Keywords: Taylor v.
