Abstract:
A challenge by Pennsylvania to an order by the federal district court to involuntarily commit a man convicted of arson and the murder to determine his competency to assist counsel in the current habeas proceeding involving, inter alia, effective assistance of trial counsel.Keywords: Pierce v.
