Abstract: 

Sheriff Joe appealed two measures relating to conditions in the Phoenix jails he operates: 1) cell temperatures for detainees taking psychotropic medications and 2) the minimum caloric food intake imposed by the lower court, which Sheriff Joe claims exceeds constitutional minima.
