Abstract:
An elderly inmate who has served 36 years in prison filed suit against the California CDCR arguing that the state’s Elderly Parole Program is not in compliance with various orders issued by the Coleman and Plata Courts. Although the plaintiff certainly has a sympathetic case, we explain the legal reasoning behind his suit’s failure. Keywords: Thomas v. Brown (E.D.Cal.)
